So, in this article, I’d like to share with you a list of recommended beach resorts. The list includes upscale, midscale, and economy lodgings. The list is categorized by the location of the resorts only and not by ratings.
I’ve also added some quick facts about each location. These locations are some of the must-visit beaches and offshore islands of Cebu. Let’s dive in.
The Lapu-Lapu City is an off-shore group of islands in Cebu. Mactan Island is its main island. It is serviced by Mactan-Cebu International Airport, Mactan-Mandaue Bridge, and Marcelo Fernan Bridge. Making it directly connected to the main island of Cebu Province.
The Mactan Island is a jump-off point to water sports adventure like snorkeling and diving sites as well as island hopping. Divers love to make this their base. Its coast area is a few minutes drive to the commercial establishments.
Here, you can also find the Lapu-Lapu Monument dedicated to our first Filipino Hero. Not far away from it is the Magellan’s Shrine built during the Spanish colonial era.
The Lapu-Lapu City gets specially livelier every April. This is when they celebrate “Kadaugan sa Mactan” (Victory in Mactan), one of the main festivities in the City. The festivity mostly includes a reenactment of the victory of Mactan over the Spanish forces.
Shangri-La’s Mactan Resort and Spa Cebu
The Shangri-La’s Mactan Resort and Spa Cebu enlisted as a recommended accommodation by prestigious magazines and travel websites. No wonder, it is on top of the list of our recommended beach resorts in Cebu.
The best suite in the resort features an overlooking view of a classic tropical beach. Plus, the man-made tropical landscape with a swimming pool and coconut trees. This suite is located in the upper room of the Ocean Wing of the Resort. The Ocean Wing of the Shangri-La’s Mactan Resort and Spa Cebu is in the beachside area. Meanwhile, the area closer to the main road, Punta Engaño Road, is its Main Wing. This houses the suites practical for those staying for a business trip.
Aside from the basic facilities, all rooms in the Resort complex have private balconies and bathrooms with bathtubs and a shower. Those staying in Ocean Wing though have more privileges. An example of this is the access to the Ocean Club Lounge and the use of toiletries made by L’Occitane en Provence. This is a French Cosmetic company recognized across the world.
On the common area, the Shangri-La’s Mactan Resort and Spa Cebu provides their guests with four specialty restaurants and four-bar and lounges. For recreational activities, they have watersports facilities, fitness centers, tennis courts, and E-Zone. The E-Zone is their featured indoor entertainment room. It is equipped with karaoke rooms, billiard tables, video games, and a lot more.
Another onsite wellness facility is a staple spa service provider of the Shangri-La Hotel. This is the Chi, The Spa. The Chi, The SPA at the Shangri-La’s Mactan Resort and Spa Cebu is more promising compared to its other Chi branches in the Philippines. It has a wide range of spa treatment services. When it comes to their spa facilities, it is probably the biggest in Asia. The Chi, The SPA is a bit secluded from the Main Wing and Ocean Wing. Crimson Resort and Spa
The Crimson Resort and Spa is another resort cum spa on our list. Its on-site spa facility, the Aumspa, has received recognition from World Luxury Spa Awards from 2014 until 2017. This recognition is for having a top-notch quality service at a luxury level.
The Aumspa gives their guests the option to experience an indoor or outdoor therapy room. Aside from these rooms, the spa area features a yoga area, swimming pool, and outdoor Jacuzzis. The shared Jacuzzis for men and women are conveniently separate. For lodging, the Crimson Resort and Spa feature apartment-type rooms and Villa-type suites. Each villa comes with its own pool and with a close distance to the beach area. On the other hand, their deluxe rooms still come with huge space, balcony, and bathroom with shower and bathtub.

Cebu White Sands Resorts and Spa
The Cebu White Sands Resorts and Spa is formerly a shared amenity for an exclusive residential community. It has now grown into a separate spa service provider and resort.
The Cebu White Sands Resorts and Spa is a three-winged complex. It is with the theme of Modern Filipino interior design. The first block of the resort is the Mabuhay Wing. It is a seven-story building that features typical hotel-type suites. Like the Mabuhay Wing, the Heritage Wing is beachfront. The Heritage Wing is two sets of a two-story building that has deluxe rooms, grand luxe rooms, and family rooms.
Lastly, the Courtyard Wing is a two-story building that houses luxurious hotel-type rooms. It is a bit away from the beach but ideal for guests preferring privacy. It has its own outdoor pool and koi fish pond. Behind the Courtyard Wing is the Spa facilities. The onsite spa service provider of the Cebu White Sands Resorts and Spa is noteworthy. Be Resorts Mactan
The Be Resorts Mactan is millennial-friendly when it comes to budget and theme. They used bright colors and very noticeable stylish furniture. Many of the furniture like lounge chairs are even Filipino-made. Another thing to love about the hotel.
The backyard of the Be Resorts Mactan features an infinity lap pool and an unobstructed view of the beach, truly relaxing. Guests can enjoy this view as well while enjoying a meal in the in-house restaurant and bar. The Be Resorts Mactan is along the Punta Engaño Rd, Lapu-Lapu City. Its area is a bit secluded and only nearby stores are sari-sari stores (small convenience store) and eatery. Nordtropic Resort and Residences
The highlight in the Nordtropic Resort and Residences is definitely its infinity pool. The infinity pool exudes the impression that it is one with the sea. The pool even reaches up to 10 feet deep.
For the suites, the Nordtropic Resort and Residences provide condo-type rooms equipped with aircon, TV, couch, dining table, and bathroom with shower. Their best suites come with a separate living room, full kitchen, dining area, and a terrace. Its terrace gives a view of the garden area and the beach.
The Nordtropic Resort and Residences has an in-house café restaurant and bar. But, the resort is only a few minutes away from the main road, where restaurants line up. It sits in Buyong Road, Barangay Maribago, near Maribago Bluewater Hotel. CHECK ROOM RATES HERE
Pacific Cebu Resort International
The Pacific Cebu Resort International is located in the western area of Mactan Island. It is closer to Gaisano Mall, about 12 minutes by car. Onsite, they have an open-air restaurant that has a wide range of menu and serves buffet and a la carte. And, a sunken bar right beside the infinity pool.
In one of the three pools of the resort, guests can enjoy cold drinks in the sunken bar. The other two pools are designed for kids and swimming laps.
The Pacific Cebu Resort International features a mix of apartment-type suites and villa-type suites. One of the villa-type suites, the Spa Villa gets to have its own courtyard Jacuzzi. Meanwhile, the Garden Villa only has a rain shower but is just as spacious and well-furnished as the Spa Villa. Also, onsite is a Professional Association of Diving Instructors (PADI) center. Sitting beside the Mactan Island is Cordova Island. It is separated by the Gabi River. But, it is connected by the M.L. Quezon National Highway in its northeast. And, in its northern area, it is connected by Babang II Road.
It is most popular for being home to a café cum garden of LED roses as well as for a floating restaurant. It is also an ideal jump-off point to several Marine Sanctuaries in the south of Cebu.
Best Western Mactan Resort
The Best Western Mactan Resort features a huge pool with two giant slides, a kids’ area, and an adult area. Meanwhile, the lagoon-like area of the Best Western Mactan Resort is ideal for kayaking. It’s surrounded by a crescent-shaped sandbar with appointed lounging chairs.
The Best Western Mactan Resort offers condo-type suites usually with balconies. The suites may only differ on the size of the space and view from each balcony.
Other than that, the Best Western Mactan Resort offers guests access to the indoor activity center, fitness gym, and outdoor tour services. It gets better as they also allow guests to access other pool areas which are in the Solea Mactan Resort. CHECK ROOM RATES HERE
Solea Mactan Resort
Adjacent to the Best Western Mactan Resort is its sister property, the Solea Mactan Resort. The shared amenities of the sister properties are the pool area. The pool area in the Solea Mactan Resort has an infinity pool and 5 other pools, suitable for kids of any age.
The Solea Mactan Resort has one in-house all-day dining restaurant with indoor and outdoor seating, near the pool. It offers a la carte and buffet. It has good selections of local and international dishes.
The condominium-type suites of the Solea Mactan Resort allow guests to get a view of the pool and beach area through the balconies. The spacious rooms have comfortable beds and usual furnishings. CHECK ROOM RATES HERE

MALAPASCUA ISLAND, Daanbantayan
Malapascua Island is a small offshore island of North Cebu. Malapascua Island is one of the favorite jump-off points to different diving sites. It is a 30-minute boat ride away from Maya Port, Cebu.
Although an isolated island, there are numerous decent lodging, bar, and restaurants available. People also love to drive a motorbike around the village of the island.
Kokays Maldito Dive Resort
The Kokays Maldito Dive Resort stands out as it features quirky but comfortable lodging. When you peak into the terrace of the suites, you can easily see the beach area. The best room comes with a full kitchen.
The Kokays Maldito Dive Resort is actually an extension of the Maldito Grill and Restobar. The Maldito Grill and Restobar is an established restaurant. It is popular with locals and foreigners in Malapascua Island. The Maldito Grill and Restobar treats their guests with a Japanese buffet at a reasonable price every Monday night.
To make the best quality of their pizzas and baked goods, they use a traditional brick oven. There’s a lot more on their menu as it includes a wide selection of local and International staple dishes. Tepanee Beach Resort
The Tepanee Beach Resort is a budget and eco-friendly lodging. They use solar panels for water heater, LED for lighting, rainwater for gardening and laundry, and desalination system for drinking water. They continue to research and develop new ideas to make their place a full-time green hotel.
The Beach Resort is located at the tip of Malapascua Island. So, the Tepanee Beach Resort features a rocky coast on one hand and a sandy bay on the other side. Just a few kicks are snorkeling and diving sites. Aside from these, the Tepanee Beach Resort has an outdoor 8-seater Jacuzzi, spa, and fitness gym. Although owned by an Italian couple, the Tepanee Beach Resort makes use of local materials.
For lodging, they provide apartment-type rooms as well as independent cottages. All are equipped with aircon, ceiling fan, coffee maker, terrace, and bathroom with hot shower. The Tepanee Beach Resort treats its guests with Italian cuisines. These are specially made with Imported Italian ingredients. Angelina Beach Resort
The Resort Angelina Beach houses an authentic Italian restaurant using traditional recipes. The mouthwatering pizzas they serve are baked in a brick oven. Most of their raw ingredients are ordered from Italy. So, it was like they literally brought Italy to the far-flung island of Cebu.
Aside from pizzas, they also serve pasta, seafood dishes, skewer, appetizer, croissant, and many more. For dessert, they also serve pannacotta and gelato.
The Resort Angelina Beach provides lodging for 2 to 4 persons. Furniture is locally made. The bathroom comes with a shower. Each room has a terrace. No TV set but there are spa facilities. Located in the south of the Bantayan Island, the Santa Fe is accessible through an hour-ride of ferry boat coming from Hagnaya Port, San Remigio, Cebu.
The Santa Fe is starting to gain attention since it mirrors the white sand beach of Boracay Island. Other than that, it boasts Mangrove Eco Park and Ogtong Cave lagoon.
From Santa Fe, it is nice to drop by the Saints Peter and Paul Parish in Bantayan, the first Church in the province of Cebu.
Marlins Beach Resort
The Marlins Beach Resort offers economy lodging in Santa Fe, Bantayan Island. The rooms are furnished with an electric fan or aircon, and a bathroom with a hot and cold shower. The best room is facing the beach and gets the balcony.

Moalboal is located in the southwest of the main island of Cebu. People love the long stretch of white sand beach in Moalboal. It is an ideal base before heading to diving sites in the western part of Cebu. This part is best known for sightings of thresher sharks, turtles, and large schools of sardines.
Other activities to try in Moaboal are a day trip to the turquoise water of the Kawasan falls, an easy trek to family-friendly Busay Cave with a hidden lagoon, and a hardcore canyoneering adventure through a tropical forest.
Club Serena Resort
Along the coast of Moalboal, the Club Serena Resort gives guests an option to experience a typical hotel-type suite or a Bahay Kubo (Nipa Hut/Cottage) type suite. Both are affordable and are furnished with modern and basic facilities.
The Club Serena Resort has an in-house bar and restaurant. It features a kogon roof, old-fashion folding door, and round bar counter. On their menu, they have Asian dishes.

Turtle Bay Dive Resort
The Turtle Bay Dive Resort offers apartment-type rooms that exude appealing contemporary Filipino-Spanish design. The rooms generally have a terrace, shower in en-suite bathrooms, and other basic facilities.
The in-house restaurant of the Turtle Bay Dive Resort serves a fusion of Asian dishes and European dishes. The restaurant is beachfront and guests can enjoy indoor or outdoor seating.
For on-site activities, the Turtle Bay Dive Resort has an adult pool with a separate kiddie pool area. Its game room features a foosball table, billiard tables, and darts. Other available facilities are spa facilities with sauna, kayak, and motorcycle for rent. Also, the Turtle Bay Dive Resort features a PADI dive center. Ravenala Beach Bungalows
The Ravenala Beach Bungalow is strategically located in the heart of White Beach, Moalboal. Thus, it makes it an ideal base, especially for divers. They provide quality scuba equipment and have onsite PADI instructors.
The Ravenala Resort offers Bungalow-type rooms that have an old-fashioned overall design. But, the rooms are equipped with basic facilities like a mini-fridge and a decent bathroom with a hot and cold shower.
The Ravenala Resort features a shared dining area which is an open-air cabana. The resort also has an indoor though open-air beach café. It provides American and Asian dishes as well as cocktails. Aside from these, Ravenala Beach Bungalow also has onsite spa services, indoor game rooms, and outdoor water facilities like snorkeling and kayaking.
